So just post a mediafile link for the dude that owns this to download the .bsp files for CS or tf2 to his url.
After that, you need to set a few convars in your server;
- sv_downloadurl "http://dl.openfastdl.net/tf"
- sv_allowdownload 1
- sv_allowupload 1
That should be it.
